Charles Anthony Elgar was born in New Orleans in 1879 (once thought to be in 1885) where he established himself as a violinist and bandleader. In 1903 he went to work in Chicago as a member of the "Bloom Theater Philharmonic Orchestra" and returned to his hometown late in the decade. Elgar returned to The Windy City around 1913 where he would assemble a band that held a residency at the Dreamland Ballroom from 1917 until 1922.
